In Virginia we can certify copies of most anything. Things we cannot are:

- vital statistics records (birth and death certificates)
- documents in custody of the court
- any state or federal document that says we can't (for example, someone once asked me to certify a copy of some sort of USA citizenship certificate or something of that nature that was issued by the federal government - it clearly stated on the certificate that is was unlawful to make a copy)

With that said, I find that most bank notaries in Virginia are clueless and barely know what they are doing. But I agree with Renee that banks often put constraints on what their employees can notarize while on the job.

It may be that the problem you're having is because you're dealing with bank-employee notaries. Often banks impose their own constraints on their employees who provide notarial services while acting as an employee. You might try using this site's "Find a Notary Public" search feature to find a local, independent notary public.

This assumes you aren't being turned away for any other reason (lack of proper ID, or disagreement of fee, etc.)

In Virginia. I have so far today been turned away by three notaries. We recieved a letter that we needed a certified true copy of,
so that we may send by certified mail this copy to the Commonwealth Of Virginia Department of Agriculture and Consumer Services, to one of there Dispute Resolution Specialist ( Dispute Resolution and Investigations unit. Notaries at two Banks refused stateing, the Bank only allowed then to notarizes signitures. I was then told while at the county court house that they did not have notaries there. Can you believe that, am I missing something here. Am I looking for th wrong service. oes only apply to Corperate Paper.
