It turns out I had the power to return home all along. The court sent me a receipt of writ form that I can attach to the copies I made.

She probably said "No" because THEY have to make the copies -

If you contact the court and tell them you need three certified copies of the filed Writ of Summons, I'm sure they'll provide it for you - AFTER they let you know the cost of that (which I believe will be $5 each, if what I'm looking at is current)..

Interesting. I went there yesterday and the clerk indicated that they would certify the documents. When I had finished making the copies (all 231 pages worth) I asked for the certification and she just said "No." Naturally I thought I had screwed up hence my question to you all. This law stuff is so much fun!

If you've filed the summons with the court already, I believe the court clerk must certify those copies.

You stated that the Writ has been recorded, or will be soon. In that case, the only way to get a true certified copy is from the county clerk's office where the document was filed. Under NH law, notaries are prohibited from make certified copies of recorded instruments. (Also vital records, documents that have an apostille and Naturalization and Citizenship Certificates cannot be copy certified.)
