Jail inmates are not allowed ID except for wristbands which do not suffice in CA. So you either need credible witnesses or ask their relative for an ID which you take to the jail or you meet them at the jail with. More details are in the 123notary.com loan signing course. What do other notaries think?

Many jails come with built in Notaries or Justices of the Peace who already have verified their identity. I would not notarize a document for anyone in jail unless there was not other option. Try getting your hands on their mugshot which is on file with the jail. That is a great form of identification with a picture.

The guards know the inmates, but getting them to swear an oath and sign your journal is not always something they are willing to do. Many feel that could be a liability for them.
