I go one step farther Ken...
"Subscribed and sworn to <<or acknowledged>> before by Minnie Mouse only... "
Then it's crystal clear that only Minnie Mouse appeared before me on that date. If there's two names in the cert at a later date, then any name other than Minnie Mouse was illegally added.

The statement to be signed by the notary IS controlled by the notary, and can be modified to reflect reality and truth. The most common situation where I have to modify the notary statement is:
Mickey Mouse and Minnie Mouse are to sign the document. Mickey is not present before me (a split signing) - only Minnie is to be notarized.
However, after the signature area is the standard statement of:
Sworn to before me on April 1, 2011.
Thus, after Minnie signs it would be possible for ANYONE to add Mickey's signature on the signature line. Worse yet; it would appear that I am notarizing both signatures.
To protect both myself AND Mickey, I modify the notary statement to read:
Sworn to before me on April 1, 2011, by Minnie Mouse.
This clarifies and delimits the notarization to specify exactly what took place.
