My apologies...it wasn't you, it was me - I misunderstood your original post.
How far do you go? That's a decision only you can make. Two trips - time and expenses - for me that would be far more than $28 and it becomes the principal of the thing. I'd push to get my money - not knowing all the details it's hard to say what recourse you have as far as who you can dun for payment. But how much effort/costs you put into collection is a business decision you have to make.
What will help us all is you letting us know who this is so we all know better if and when they call.

Maybe I'm not explaining myself correctly. I have been billing the company that hired me, which was the way it was supposed to be, but he ignores my bills and my voicemail. How far should I go for $28?

If a company hired you, you'll probably get farther billing the company. I'd send the company an invoice and let them know the signer has ignored your requests for payment - since the company is the one that contracted you it's on them to get you paid...your agreement was with them, if I'm understanding you correctly.

What do you do when a company, not a signing company, doesn't pay you? I made two trips to have someone sign so that I could notarize his signature. On the first trip he didn't show up; on the second trip he wouldn't sign the papers because he didn't like the wording. I have sent two past due notices and I have called him once, leaving a message because he didn't answer, and I still haven't heard from him. It is only $28.00, but he does owe it. Any suggestions?
