I saw on the news that there is someone in China who has a very lucrative fake ID business. He is so good at faking ID's from any American state, that only a professional can tell the difference.
The tricky part is that there are 50 states, and each state keeps updating their ID's to keep ahead of the frauds. However, if you are at a bustling bar in CA, and someone comes in with a fake Rhode Island ID that was very well done, you would not be familiar enough with the new Rhode Island ID's to be able to know the difference.
This guy in China charges $200 by Western Union, so it is not traceable (If I am remembering correctly), and ships the ID's in Jewelry boxes. He puts some cheap Jewelry in the box, then hides the fake ID's in the cardboard of the packaging in some film, so it won't be detected. The external packaging was also very high-tech thin plastic material. Security is beginning to catch on to his packaging methods, so that they can recognize his exports.
Last, but not least, he declares his product to be Jewelry to customs. It is amazing how long these frauds can get away with this sort of thing!
