The notary notarizes the signature of someone who appeared before the notary and presented acceptable identification. Even though the notary certificate is an important element of the notarization, I wouldn’t necessarily judge that it’s ok to proceed with the notarization merely because the document had the acknowledgment attached.
It is Important to follow the regulations set forth in the Notary handbook.
A handwritten note signed by the individual who appeared before the notary and presented valid ID could be notarized if the appropriate notary wording is attached (acknowledgment or jurat)

Is ther anything a notary CANNOT notarize? As long as there is a notary certificate attached to a document, is it acceptable to notarize? If the document is not an "official" form but something handwritten by the signer, is it okay to attach a notary certificate and notarize?

OK, I'll stab in the direction of this question.

Generally, the purpose of notarization is to establish the identity of the signer.

Many people prepare their own documents themselves. They also use paralegals or self-help websites to create documents.

The acceptance of these documents ultimately resides with the court system (end-user if you will) and is a question for a judge.

Simply put, a Notary Public does not make a document legal. He/she merely makes the document "notarized".

There are many things a CA Notary cannot notarize such as Vital Records, Licenses or certifications (A CA Notary may only certify a copy of an original power of attorney or their own journal entries). A CA Notary cannot certify as to a person's title or skill as we have no particular expertise that allows us to do that.

That's about all I can offer you...good luck in your search for truth!
