I agree with you completely, for instance, I fingerprint everyone!

If the family dog gets too close "I paw print."

Now one is safe from me!!

I think that tighter laws make sense. Its hard to define personal knowledge. If you notarized them three times before, can you really say you knew them. The definition of personal knowledge goes on and on and is in legalese and is impossible to understand also. I don't even like the idea of credible witnesses, they could be neighbors who don't really know the signer, who are just helping to be "polite". Thumbprints should be for all documents. It only takes another half minute to do them and they are the best type of identity proof. You can't fake a thumbprint.

This law was signed on Oct 10, 2007 and will take affect on Jan 1, 1008.

1 - We can't use personal knowledge any longer to identify someone and that means I.D. for everyone and we can't use the one credible witness either. Two credible witnesses would still be okay.

2 - We have to the sign the Acknowledgment certificate under penalty of perjury.

3 - A photograph of the person submitting a Notary application

4. Thumbprints are also required for Power of Attorney

5. Local authorities have the power to take complaints against notaries, investigate those complaints, prosecute etc.

6. Some of the fines have greatly increased.
