I currently live in North Carolina, looking to relocate and yes, I live near a heavily populated area, Raleigh, NC.....Durham, NCI'm Directly in the middle.

That's a really hard question to answer. I'll start by saying stay away from the attorney-only states - MA, DE, W.VA, GA, SC (and I think I missed one but not sure).
Indiana and Maryland require TPL's - so more expensive to start up there.
