Tis a strange world we live in.

Florida, easy to get a pistol permit, hard to get a notarization.

New York, reverse the above.

I don't think I could accept here. Not only is it a photocopy (certified or not, I don't care)..but our manual is specific as far as acceptable ID, and acceptable drivers' licenses, are concerned:

"One of the following forms of identification:

a. Driver’s license or identification card issued by the Florida Department of Highway Safety and Motor Vehicles.

d. Driver’s license issued by a territory of the United States, another state, Canada or Mexico"

No other driver's license is considered acceptable per our manual and I'm betting that would include those international drivers' licenses that are issued.

So, no, here in FL I would not accept it.

I would have required additional ID or other information to make me comfortable that I had the right signer, because stamps are easy to fake, and I don't know what a true copy of a South African passport, made by their consulate in Dubai is supposed to look like. That's why modern ID has holograms or other special security measures. I would also weigh the importance of the document and the likelihood that anyone would bother to fake an ID for the document at hand. If a 17-year-old wants to ride in an MS bike ride, is obviously enthusiastic about the ride, is standing right in front of me at the bike ride registration table, but needs a permission slip notarized by her South African parent, fine. Signing a loan package in a ski lodge with no proof the signer even has access to the property that secures the loan? No.

Over and over it has been drilled into our heads that we need to see the ORIGINAL of the ID. Photocopies are a nono when it comes to being valid ID for notarization. Rightfully so, for there are too many "PhotoShop" experts who can change anything on a mere copy.

Government issued photo ID - that's the gold standard and typically is a passport or driver license. But, today I will be accepting a photocopy of a passport! Has Ken gone nuts? Possibly - you decide.

The "Photocopy" that I am accepting has original stamps and seals from the South African Consulate General in Dubai. It bears a large stamp stating "Certified a True Copy of the Original". It's a photocopy - true, but it also has governmental stamps and seals that are original!

As New York State requires the notary to see "Adequate Proof" and does not define same - it's the notaries call as to what meets that standard.

This is the first time I have had this situation. I will be accepting the "photocopy" as it bears irrefutable governmental authentication.

What would you have done? Why?
