It is done for me when the Apostille is issued (at least in NY State). The Apostille is secured (top left) with a tamper proof Grommet. Not a foolproof solution as if there are too many pages for the grommet, they just grommet the Apostille to the first page.
I have also been asked to ribbon secure documents. Not hard, just punch two holes, thread some ribbon (thin) thru the holes and secure the end of the ribbon with a gold seal (wet with sponge don't lick) then emboss the gold seal. Affix seal to front page.
Some request stamp and emboss every page.

Mr. Edelstein, did you just staple the pages together, or did you take some additional measure to make it more difficult to substitute pages? We read on the internet about foreign recipients who wanted an embossed seal on every page, or a ribbon through all the pages, pasted down with a foil seal, and embossed. But I have no experience with international notarized documents.

Let me save everyone the 132$ cost of the book.
1. Do a perfect notarization with stamp and embosser (suggested).
2. Obtain, following your state's procedure, an Apostille.
That's it - I have done thousands - nary a bounce.
