Also threaten to send a formal letter to his state's Attorney General of Consumer Affairs and if need be inform him you'll proceed with a small claims lawsuit in your local county's superior court for fees due plus damages (filing costs with the court etc.) Finally tell them you'll also be starting collection proceedings.
I've been through similar situations in the past and usually that's all it takes to get results.

Don't let it go that easily. If you've got it in writing, show him & tell him you intend to contact the TC if he doesn't honor the agreement.
And never work for him again.
If you don't value your time and experience, nobody else will. |

Of course, you should just take what you can get knowing that the guy is likely fibbing to you and chalk it up and never, ever do work for them again AND tell everyone they are not good for their word.
That said, how many signings have you done that were SO EASY that you couldn't believe you got paid so much to do it/them?!! That's how I turn a negative into a postive.
Honestly, I think it all comes out in the wash.
