In Florida we can sue in small claims and venue lies where the loss occurred IOW my own county. However, that being said, I've noticed that some contracts I get from SS's have a clause in them that in the event of any dispute, jurisdiction will be in XX court in XX state (usually the state of primary business location of SS) - you sign that agreement and you're stuck!!
It's probably relatively easy to sue, even out of state - problem is enforcing the judgment if they're out of state.

If you are a notary signing agent, and have out of state clients, since their main place of business is out of state, you might not be able to sue them in your state if they don't pay you. On the other hand, the work you did for them was in your state, so maybe that constitutes a nexus. I am not an attorney and I don't know the facts.
However, should you need to sue someone in another state, there are inexpensive attorneys who have networks in other states. They can find you someone affordable who can go to court on your behalf for a few hundred dollars and sue a signing company on your behalf.
I don't know the exact costs, and with attorneys, it can get expensive quickly. However, if someone owes you more than $500, consider suing for triple damages plus legal costs or whatever the laws of that state allow. Even if you don't gain much by winning, at least you made a statement to signing companies that they will really get in trouble if they continue not paying their notaries.
