After further review, the documents were found to be of particularly poor quality, but not fake. This information was given to me by the person who posted originally.

Why bother going forward with this? If you are suspicious, just refuse to notarize.

Thanks!

They just emailed me for notarization of another document. It looks suspicious too. It is also issued by University in Russia. I emailed DEAN trying to get some info as to authenticity of the documents. Hopefully I will receive a reply. They want to use these to support their immigration case. Do you think I should report them to USCIS?

Hello!

I had a customer this afternoon who attempted to submit fraudulent documents for notarization. Actually he had bunch of documents; however, one ID he wanted to certify copy for caught my attention immediately. The photo in this document was literally glued over some lettering on this id and half of the photo was suppose to have seal on it (half on photo and half on document); however, photo had no seal and it was really obvious that this document is fake. When I asked him if it is real, he answered - Yes! I just glued the picture back on. LOL

Ok, so I refused to notarize that one. Is there anything else I should do?
