Technically, no you don't need witnesses here, Saul. The State of Florida does not require witnesses on mortgages; however, some counties DO require them (Dixie County has for some time, Suwannee County just imposed that requirement which I found out by accident). So it's a county by county thing here, and if you ask them why they really have no real good answer for you and most times will waive it when they're told that the Florida Statutes do not require them. Question is, is it worth the argument?
Probably just easier to get them and be done with it but, in all but Dixie and Suwannee counties, if there are not two witnesses on a mortgage I don't believe they can refuse to record since it's not a state law.

I just did a mortgage signing that appeared to require witness signatures on two of the documents. Has anyone else ran across this?
