The winner had a GREAT story, however it is, by Microsoft Word - word count 654 words. Your "rules" had stated:
On May 7th, we will be starting a contest to see who can write the best notary story. Essays must be 250-400 words long, and should be about really bizarre, scary, or interesting but unusual signings. This information will be a source of enjoyment and interest to the other notaries which is why we are having this contest.
Jeremy, it would be appropriate to choose a "co-winner" (and I specifically EXEMPT myself from the honor) that followed the rules of the contest: and award that person (who followed all the rules) the exact same prize.
BTW: Merdie's story is 399 words.

I liked all the stories. The ones that got the best amount of likes were Ken's, Merdie's, and Mentalmi's. I reviewed all three stories and thought that Mentalmi's was fantastic and the winner!!!
