A driver's license is the preferred ID to present and we know that a Michigan (or any other state) driver license exists. My point is that we can be presented with a city/state/gov't worker badge, from a city or county, gov't entity we don't know even exists.

I think we have to approach the CA State, County,& City badges the same way we deal with other States drivers licenses and State I.D badges.

I did some notary work last week for a man with a Michigan driver's license and I didn't know if it was the real McCoy; but, it looked okay so I used it to I.D him.

I think the vast majority of Government badges in CA will be used as I.D. when a notary is in that particular government office rather than I.D for general notary work or loan signing.

Just my thoughts and I could be off base.

I've included the new ID rule on my website under ID requirements, however, I wonder whose bright idea it was to introduce this rule? For starters, there is no point of reference with which to confirm that a worker ID badge (as described by the SOS) is legitimate, particularly for a county I've never heard of. I was watching a program which featured a rural town in Yolo County, CA. YOLO COUNTY? Where the heck is that <I thought>? I had to look up "Yolo County" and then get directions to see where it's located (northeast of Sacramento). How on earth would I verify this in the field? Some client visiting his family in Southern CA using his worker badge as ID to get his signature notarized - how would I verify that his city/state/gov't worker badge is supposed to be orange and blue with pink polka dots without a legitimate source confirming its validity. I may write the SOS with my concerns. I see too much potential for boiler room worker badges, thus inviting fraud.

Hi Joan,

YEP. That seems to be the sum of changes doesn't it. Just a thought: Don't you think it would be helpful if they issued a "2009 Changes" in a memo form to keep it short and sweet (and targeted) so as to teach/inform Notaries about changes? I'm just sayin' ...

The new CA 2009 Handbook came out a few days ago with the number of CA Notaries declining by approximately 32,000 from the beginning of 2008. There will probably be a steeper decline in 2009 unless the housing market turns around.

One of the CA law changes is the use of a CA state, city, county I.D. badge to identify the signer.
I think this will be helpful when dealing with government people; I know it did for me last week.

I met a client at a Riverside County health office and the official I had to notarize used his County badge as I.D. and it went very quickly and easy.
