I think I have managed to "top" my post about MagicJack. My new cell phone has "UMA" (Unlicensed Mobile Access) - in a nutshell: UMA allows the phone to make calls over WiFi - totally free. No account is needed - the GSM portion of the phone (Turkey Mobile in my case - T-Mobile) is not used during the call. Anyplace you can access WiFi (without the need to "login") - is a place you can make a local or long distance call. The calls have been crystal clear - and promptly placed. Soooooo, if you are in the market for a new cell phone (mine is a Nokia 6301) but many others also offer UMA - consider making UMA a requirement when you get a new cell phone. As a "bonus" - I travel a lot - many times camping in parks that are literally in the wilderness - no cell reception whatsoever - however many DO offer WiFi - so I can make OUTGOING calls - sorry - the system does not "receive" calls - to the best of my knowledge. Some WiFi sites require you to "login" to access the system. They record the "MAC" address of your device - which is the "hardware" serial number - different from the IMEI (phones serial number) or your actual phone number. At one of these sites you need a browser that can operate via WiFi to do the login. Opera is installable on many cell phones and can browse with a WiFi connection.
