Definition 1:
A document or fact that has been verified, proven correct, or attested to. To have passed a test that verifies that an individual meets a particular standard of knowledge.

A notary who has passed a signing agent examination can be said to be certified. Notaries who have passed the NNA's signing agent certification exam call themselves certified signers. They fail to realize that there is no official standardized government certification or certification standards. Each notary agency is free to offer their own signing agent certification, and notaries are free to take whichever certification they feel is important for their career.
