That Notary Guy is a commissioned Virginia notary public and may notarize documents in any county of Virginia . It is not permitted to use a Virginia notary public seal for mobile notary services outside of the State of Virginia . However, if you find a notary or mobile notary that has a dual notary public commission in a neighboring state, then it would be legal for the notary public to use the commission for the corresponding state.
