In California we provide a second blank copy. If the borrower wants a copy of the fully executed documents they need to contact their loan officer. I will also include a post it with the borrowers request and contact information to return with the signed package. This way as a Notary I have done all I can.

I wonder if it would be improper / illegal to offer to make a copy, at "Unsloppy Copy Shoppe" and send /bring to borrower? Naturally for a slight fee? Never done that, just wondering......

They can request a copy of the signed docs from title/escrow - most companies will accommodate.

No, they dont. They get to keep the borrowers copies (unsigned), however if there is a change to the HUD after the signing they will usually receive an updated (again, unsigned) HUD with any funds due to the borrower at closing.
