I agree that the thread is about foreclosures, but Zanger's post led me to believe that he/she interpolated the forged signature problem to the opening and inventory of safe-deposit boxes.

It's about foreclosures, not safe-deposit boxes. Nor (thinking ahead here) has it got anything whatsoever to do with NSAs.

I'm sure you mean safe-deposit boxes, not bank deposit boxes (such as the night repository).
Generally, bank notaries are not allowed to do the inventory of safe-deposit boxes. Some states, such as Florida, states that the notary must be present at the time the safe-deposit box is opened and may not be a director, officer, employee, or stockholder of the financial institution. An officer of the institution must also be present with the notary at the opening of the safe-deposit box. [Source: Florida Governor's Reference Manual for Notaries, 2001] (F.S. 655.94(1))

The largest banks having their notaries forge signatures tells me that bank employee notaries should not be doing inventories of opened bank deposit boxes. Only a third party notary that does not work for the bank should be doing this.

Bank of America has been been having foreclosure documents notarized BEFORE the paperwork was begun! Many of the notarized signatures were also forgeries. This was done maybe 10,000 times a month. Bank of America said it was all a bureaucratic snafu. People that refused to notarize known forgeries were fired, the bank said that was also a bureaucratic snafu.
