I have had 3 different signing agencies call me throughout today all on the same signing. I have told them all the same fee. No one has called me back. I understand they are shopping around for the lowest fee; however, my question is ... How are they all competing for the same signing?

I have had the same experience, I think most of us have.
The woman that got me into this business thought there was some kind of system by which the agencies bid. Certainly there appears to be a time of day when the signings become available. In my area, it is about 3 p.m., I often get a cluster of calls at this time...or I used to before the low-ball, email-everyone-software came in and business died.
"The fee is $65." I tried that with my plumber once. Didn't work with him.
