I was reading on NR that someone went to a notarization for an islamic family where they were requested to remove shoes and not to talk to or look at the wife.

Following other people's customs seems reasonable if you are on their turf. But, the loan signing is portable turf that goes with the notary. So, if they want their loan signed, they need to comply with whatever loan signing rules or laws are in their state.

The notary wanted to know if the wife spoke English and I'll assume needed to instruct her to sign the journal.

Honestly, I have notarized for many Muslim families and have never had any special "cultural" requests from any of them. It was business as usual. They know they are living in America and have no issues with how we do things, except for a few unusual cases which I have never experienced.

But, I saw a few people at CVS where the woman was wearing gloves, a headcloth, and a vail. I will assume that that particular family would have these stringent requirements for notaries.

Speaking of being asked to take shoes off: Ha Ha - I went to a beautiful home on an assignment. The hardwood floors were exquisite. As soon as I entered the door I was asked to please remove my shoes. I was wearing boots and it was a bit of a struggle without my boot remover to get them off, and we all laughed. Then a daughter wanted to get out of the garage and I had to move my truck. On went the boots, truck was moved, and boots once again removed. Everyone inside the home was barefoot. I do not mind cheerfully complying with others' house rules or customs. It's one of the things that makes each assignment different and fun. If they didn't want to cooperate with me and wanted to prohibit me from notarizing normally the way I am bound to do it, I would have walked out.
I have had lots of lovely friends who were Islamic and or Middle Eastern. This particular case you mention would bug me. I have no respect for religions or their misogynistic fanatical practices.
