VA - Other Information of Interest
A Virginia notary public can notarize outside of the Commonwealth of Virginia providing that the document being notarized gets recorded in Virginia.

Virginia is unique in that it has many cities that don't fall within county boundaries. Alaska has boroughs, but its cities fall within borough boundaries. Louisiana has Parishes, and its cities lie within Parish boundaries. The Newport News / Hampton / Norfolk / Virginia Beach area has a whole bunch of independent cities. We put these areas into two geographic units to make searches easier.

July 1, 2012 remote e-notarization rule
Virginia will be the first state to authorize a principal signer to be in a remote location and have a document notarized electronically by an e-notary. There must be a video record of the online conference, and identification documents must be closely inspected by the notary. This information is from the Virginia notary handbook.
