The Uniform Acknowledgment Act
All Notary Acknowledgments are ruled by the Uniform Acknowledgment Act. Any document can be acknowledged by a notary public, justice of the peace, judge, clerk, recorder of deeds, or magistrate.

PA - Other Information of Interest
A Pennsylvania notary has five days to notify the Secretary of the Commonwealth and Recorder of Deeds of a change in address.

(a) In the event of any change of address within the Commonwealth of Pennsylvania, notice in writing or electronically must be given the Secretary of the Commonwealth and the recorder of deeds of the county of original appointment by a notary public within (5) days of such a change. For the purpose of this subsection, "address" refers to the notary's office address.

(b) If the notary public doesn't reside or works in the Commonwealth of Pennsylvania, that notary public shall be considered to have resigned from the office of notary public as of the date the residency ceases or employment within the Commonwealth terminates. A notary public who resigns that notary's commission in accordance with this subsection shall notify the Secretary of the Commonwealth in writing of the effective date of the resignation.

Dual State commission information
A Delaware notary who resides in Delaware but works in Pennsylvania, or a New Jersey notary who resides in New Jersey but works in Pennsylvania may apply for a Pennsylvania notary commission.
