There are different levels of fluency. Some notaries call themselves bilingual if they know a few hundred words in a language, while others are native speakers. To call yourself bilingual, you should be able to complete a signing and answer all questions in your foreign language. If you are not good at discussing ancient history, and your knowledge of cooking terminology is weak in the language, that is okay if you are solid in your notary and mortgage terminology and general conversational skills.
