Notarizing photo's
(1) Notarize signatures on documents, not photos.
(2) You can staple the photo to a statement claiming, "The photo is a true and current photo of myself."
(3) You should not stampt the back of a photo, but if you do and then cross out the stamp, its not such a horrible thing to do (take your own chances).
(4) You can put the photo and document (jurat) together and emboss through them through the bottom or corner of the photo and through the jurat form to make it look "official". No harm done.
