The following is advice from a former Deputy DA in the County of Santa Barbara, State of California on what to do about deadbeat companies who do not pay the notary, both within the state of California and outside of the state.
On the money side, there are 2 options. Not necessarily mutually exclusive.
The first is to turn it over to the US Attorney, the FBI, the DA in ANY County, the County Sheriff and the City PD.
Include a list of everyone (all notaries) who are owed money and the amount of money involved. If the US Attorney or the DA prosecutes they may get some money back.
The second is to have the out of staters assign their claims to someone they trust, or a law firm, and have a joint lawsuit with the California people.
To pursue this, we need to know how many people and how much money we are talking about. If we can get that info, this source can advise better.

FURTHERMORE, signing services do not have permission to request copies of Borrowers IDs, only Title and Escrow do. Does a notary public have an affirmative obligation to let the authorities know that a SS representative is making inappropriate requests for personal information? This former DA thinks they might and out of an abundance of caution should notify their local police and DA.
