Simple answer is that a Notary Public is a state officer. However, the administration of notaries is at the county government level.

I'm fine with the $10 max notary fee. Put the shoe on the other foot... if you had to get a document notarized you would be OK with paying $15?
But speaking of standardized fees... why doesn't the state (I'm speaking for CA since that's where I'm located) standardize their notary bond and notary oath filing plus document recording fees? Currently it varies from county to county ($53 in Santa Clara County; $41 in Los Angeles and San Francisco County; $37 in Monterey County; $34.25 in Orange County).
In my opinion I think that's kind of strange that they (CA State) choose to regulate our $10 maximum notary service fee but choose to leave the notary filing fees up to the counties to regulate. |

You got it. That’s great news that there will be no new California notary regulations next year… I guess, this could make a new topic, but have you ever thought that the notary fees would be increased from $10 to…let’s say $15?
Any thoughts?

OK, so I found my own answer (thanks to someone at "Notary Learning Center"). Here's where to go to request a FREE hard copy of the CA Notary Public Handbook. I'm also told that since there are no new law changes for 2011 that the State may not be publishing the 2011 version right away... at least not until they exhaust their copies of the 2010 edition.

OK, so I got a reply from an organization that offers notary courses. Here is their reply of how to get a hard copy version of the CA Notary Public Handbook:
You can request a copy from CPS, there is an option in their automated phone system to have one sent to you. Their number is (916) 263-3520.

I am actually thinking ahead for a change and looking for the 2011 handbook when it comes out (not the 2010 edition).
I noticed on some of the websites which offer notary courses that they offer a FREE California Notary Public Handbook... so they must know where to pick one up? I emailed them but have not received a response yet. Maybe they want to keep it a secret to encourage class sign ups? I'll update my posting with information of where to pick one up... if/when I receive a response from someone I emailed. |

Funny but the last couple of years, it's actually taken several months for them to publish the new handbook (not released in January).
Not surprising given the state of staffing in State government offices.

Does anyone know where I can pick up a physical hard copy of the CA Notary Public Handbook? I know I can download a copy from the CA Sec of State website (but it's 56 pages... rather not waste paper if I don't have to). And I know there is a website I saw that sold it for 0.50 + shipping (will resort to that if I have to).
I am in the Los Angeles area... but also travel to the San Francisco, Monterey, and San Jose areas. So there must be some place in that vicinity where I can get a copy? Let me know. Thanks! |
